Most of what I publish for governors is teaching, and teaching that is merely asserted is not defensible in front of a board. So the production of a resource is a process, not a prompt.
A brief fixes the audience and the outcome. Grounding reads the canon. Sourcing checks every method claim against current authoritative guidance and records the citations. Drafting runs under claim rules that are hard gates: an unsourced figure, a count or a retired name fails the draft. Rendering on desktop and phone is followed by an independent reviewer that verifies with evidence. A final pass removes anything that reads like a machine wrote it.
